Adds new Project save methods for saving all open projects and saving a new project version

project_helpers - Adds two actions to the Bin view and File menu:

1) Save All Projects - saves all opened Projects

2) Save New Version - ups the version number (v#) of a project, from v01.hrox to v02.hrox

Install in HIERO_PLUGN_PATH/Python/StartupUI

Also adds new helper methods for getting active and recent projects.
