A simple UI to set multiple spoter frames for selected bin items

This adds a new option to the right click menu in the bin to set the poster frames for selected items.
The modes are:
- relative - to set a poster frame releative to the selected item's frame range
- absolute - to set the poster frame to a specific frame
In Hiero 10.0v4 the poster frames update in real time, so you can drag the slider or enter values until you see what you like.
Hiero 10.0v3 will not update until you close the panel though.
Note: The undo does not work as exected which seems to be due to a bug in the python api.
